Vice Governor You Ningfeng Made a Reply Letter to Mr. Loos, Ministerial Representative of French Ministry of Economy, Finance and Industry

On April 30^th, Mr. You Ningfeng, Executive Director of the Organizing Committee and Vice Governor of People’s Government of Guangdong Province made a special reply letter to Mr. Loos, Ministerial Representative of French Ministry of Economy, Finance and Industry, expressing great appreciation and gratitude to French party for their excellent preparation work for the 2^nd CSMEF and Sino-French SMEs Fair. He also expressed warm welcome to the presence of the French Ministers of SME, Commerce, Handicraft, Professional and Consumer Affairs, who would be present at the CSMEF and deliver speeches in “Senior Forum on Sino-French SMEs”.

Vice Governor You Ningfeng pointed out, since February 2005, with the common efforts of sponsors including National Development and Reform Commission, Ministry of Finance, Ministry of Commerce, State Administration for Industry and Commerce and People's Government of Guangdong Province, great supports from all organizers, the preparation work of the 2^nd CSMEF went on smoothly; schemes for all tasks had been worked out and approved in the First Meeting of the Organizing Committee of the 2^nd CSMEF, as is held in the end of February 2005 in Beijing. On April 13^th, the Press Conference of the 2^nd CSMEF and the Mobilization Conference of the 2^nd CSMEF were held in Beijing. All provinces (autonomous regions and municipalities directly under the central government), Hong Kong S.A.R. and Macao S.A.R., and relevant industrial associations in charge of exhibition had attended the conference. By far, all the work were conducted and progressed steadily in an orderly manner based on the schemes.

Vice Governor You Ningfeng said, the 2^nd CSMEF would adopt the mode of “Market-Oriented Operation with Government Guidance” and take industrial associations as the major force for organizing exhibitors. The Fair would cover an exhibition area of 120,000 square meters which would be divided into 9 special exhibition sections according to industries, namely Electronics & IT Products Section, Machine Section (fittings for automobiles and motorcycles), Light Industry Section (leather products), Commodities Section, Textiles & Garments Section, Household Electrical Appliances Section, Food & Beverage Section, Medicine Section and Ceramics Section. Besides, based on the suggestion of French party, French SMEs exhibition section and business talk section would be established separately, the location of which had been decided. The information of the Chinese attendants would be promptly sent to relevant French departments and would also be published on CSMEF website (www.csmef.com.cn). It had been interlinked with the special website of French party (www.1000pmechine.com). As regarding the promotion activities of Sino-French SMEs cooperation projects, we would take the opportunity that Mr. Bo Xilai, Chinese Minster of Commerce, would attend the 16^th Sino-French Economic and Trade Mixed Committee Meeting to hold Sino-French SME Cooperation Talks in Paris on May 3^rd, which would also be the first economic and trade activity for the 2^nd CSMEF.

Vice Governor You Ningfeng proposed to acquire relevant information and cooperation requirements of all attendants from French party as soon as possible to enhance the opportunity of successful face-to-face talks between enterprises from the two parties in the Fair. In the meantime, he wished that SMEs from both countries would find business opportunities and gain benefits from the 2^nd CSMEF, cooperate to create a win-win situation and achieve common development, and thus play a more positive role and make greater contribution for the promotion of Sino-French economic and trade cooperation.

Vice Governor You Ningfeng Came to Guangdong Economic and Trade Commission to Inspect the Preparation Work of CSMEF

On the morning of April 30^th, Vice Governor You Ningfeng, accompanied by Lin Ying, Deputy Secretary General of People’s Government of Guangdong Province, came to Guangdong Economic and Trade Commission to conduct on-spot office work and debrief the preparation work of CSMEF. After the report, Vice Governor You Ningfeng made important instructions on the further execution of the preparation work of CSMEF, specially emphasizing on strengthening the propaganda force and implementing rolling and overwhelming propaganda to expand the influence of CSMEF, enhance its publicity, and exert all efforts to support the exhibition and business invitation work. Vice Governor You Ningfeng also required the Secretariat of the Organizing Committee to propose a scheme for the organization of CSMEF organizers, in the meantime to accelerate the preparation of the 3^rd CSMEF and strive to publicize the time, venue and content of the 3^rd CSMEF before the opening of the 2^nd CSMEF.
