Preparation for CSMEF Participation Went on Smoothly
On the morning of April 19th, Ms Helen Young, Director of Industrial and Technological Cooperation Division of UBIFRANCE, and Mr. Olivier Candiotti, Economic and Commercial Consul of French Embassy in China Guangzhou Economic Division arranged a special visit to the Secretariat of CSMEF for the discussion of matters related to CSMEF, and made an on-spot inspection of the exhibition hall of the 2nd CSMEF. The two parties communicated their respective preparation work of Sino-French SMEs Fair and frankly exchanged opinions.
French representatives introduced that French President Chirac and Premier Raffarin and relevant ministries had attached great importance to Sino-French SMEs Fair, as is very rare in French history. Mr. Loos, Ministerial Representative of French Ministry of Economy, Finance and Industry, and Mr. Zhao Jinjun, Chinese Ambassador in France were present at the Enterprise Mobilization Conference held on March 31st, and Mr. Loos gave a mobilizing speech to all 450 enterprises attending the conference. UBIFRANCE specially organized over 40 personnel to take charge of the matters related to exhibition organization, and intensified cooperation with Chambre de Commerce et d'Industrie de Paris (CCIP) and other relevant organizations to carry out exhibition and business invitation. By far, over 40,000 invitation letters had been delivered, and over 50 enterprises had registered and enrolled the Fair. French party had formally confirmed sponsor(s) and organizer(s) of the 2nd CSMEF and minister(s) who would be present at the opening ceremony.
The two parties also held positive consultations on matters such as Senior Forum on Sino-French SMEs, Talks on SMEs Financing, Project Matching, relevant website interlinks and the specific location of French exhibition section, and expressed to further consolidate preparation work based on the common understandings of these consultations.
Portuguese SMEs Wished to Attend CSMEF
On the afternoon of April 15th, three visitors, including Mr. Zhou Yiping, Vice Chairman of Chinese Businessmen's Association in Portugal, and Mr. Domenico Cento, Vice President of the Architecture Association of Portugal, paid a visit to the Secretariat of CSMEF to understand more about Guangdong SMEs and CSMEF.
Vice chairman Zhou Yiping introduced, Chinese Businessmen's Association in Portugal had over 9,000 registered members covering industries such as architecture, ceramic, textile, light-industry, food, and garment materials. They were also a member of the EU SMEs Association and boasted global influences. They wished to strengthen cooperation with relevant industrial associations of Guangdong province in respect of enterprise training and technological support, and promised to organize around 10 enterprises to attend the 2nd CSMEF.
The Secretariat of CSMEF made a brief introduction on the development of Guangdong SMEs to the visitors, and expressed sincere welcome for their intension to organize enterprises to attend CSMEF and would provide positive assistance on that.
You Ningfeng,who is the vice director and executive director of the CSMEGF committee as well as vice governor of the Guangdong province, has been present at this meeting and given an important speech.
The meeting was hosted by Xu Shangwu, who is the vice director of the CSMEF committee and Vice Secretary-General of Gunagdong Province. At the meeting, the director of the CSMEF secretariat and director of Guangdong Economy and Trade Commission, Chen Bing introduced the previous preparation work of this fair. Liu Huanquan, the vice director of Guangdong Economy and Trade Commission and general director of Guangdong SME bureau, delivered a detail report about the future work plan. About 50 people from CSMEF functional offices attended this meeting and made a deep discussion about the future work plan.
It is reported that with the official reply on Jan 8th, 2005 by the State Council of P.R.C, China National Development and Reform Commission, Ministry of Finance of P>R.R.C, Ministry of Commerce of P.R.C, China State Administration for Industry and Commerce, People’s Government of Guangdong Province and Ministry of Economy, Finance and Industry of France will jointly sponsor the 2nd China Small and Medium Enterprises Fair and Sino-French Small and Medium Enterprises Fair (hereafter referred to as the 2nd CSMEF) from Sep 12th to Sep 15th, 2005 at the Pazhou International Exhibition Center, Guangzhou, Guangdong province.
In order to make good preparation for the 2nd CSMEF, Guangdong province made this joint-meeting system that contains ten functional offices formed by 18 departments.
Different from the 1st, the 2nd CSMEF is actually an exhibition of international standard. There will be 5000 Chinese and more than 300 French exhibitors on the fair.
During the fair, there will be some programs like Sino-French SME Summit and SME Financing Forum, etc.

Ministry of Finance agrees to be a joint sponsor of CMSEF
March 14, a work group of the CSMEF committee went to the Ministry of Finance, discussing the coordination affairs of the fair.
The group led by the Vice director and executive director of CSMEF committee You Ningfeng ,who is also the vice governor of the Guangdong province. Other members include, Liu Huanquan, the Vice director of Guangdong Economy and Trade Commission and general director of Guangdong SME Bureau; Zeng Zhiquan, the deputy director-genaral of Commission of Finance, Guangdong province.
After a deep discussion, Ministry of Finance agreed to jointly sponsor the 2nd CSMEF, pointing out that this is a good trance for it to give detail introduction of the national finance policies to SMEs.

Organizing committee will invite French minister to CMSEF
With the authorization of the State Council on March 14, China Embassy in France will invite the minister of French SME ministry and minister representatives who are in charge of foreign trade to the 2nd CSMEF and Sino-French SMEs Fair, in name of the CSMEF sponsors: National Development and Reform Commission, Ministry of Finance, Ministry of Commerce, State Administration for Industry and Commerce, People’s government of Guangdong Province.
