Led by vice-governor You Ningfeng, the 2nd CSMEF working group began its French visit on 15th Jua,2005, which is formed by the CSMEF sponsors，China National Development and Reform Commission, Ministry of Commerce of P.R.C,China State Administration for Industry and Commerce, Guangdong Economy and Trade Commission, SME Bureau of Guangdong province. Liu Huangquan, the vice-director of Guangdong Economy and Trade commission and director-general of the SME Bureau of Guangdong province, as well as Chen Xiangxin, the deputy director general of the SME Bureau of Guangdong province have been in this working group.

Minister from the French Finance and Industry ministry, Minister of the French SME ministry and director of the Asian department of the French foreign ministry, etc have respectively hold meetings with the working group. With the introduction by the working group, the French friends have gained much knowledge about the present situation of the SMEs in china; the huge accomplishment by the Guangdong province in the economy field after implementing the reforming and opening policy; also the successful work of the 1st CSMEF as well as the work planning for the 2nd CSMEF. The French Finance and Industry ministry has made a memorandum with the working group that they will build up a delegation with more than 300 SME exhibitors to the 2nd CSMEF.
