3. Requirements for exhibition
3.1. All exhibitors should act in light of the exhibition plan set by the organizing committee of The 4th China International Small and Medium Enterprises Fair. No fake or inferior goods, nor goods that violate intellectual property rights of the awarded brands are allowed to exhibit in this fair; the exhibitor shall be forbidden to transfer or share any stand or parts of the stand with a third party without prior written consent of the Organizing Committee; exhibitors are not allowed to sell goods that do not confirm to what their apply to exhibit. Any violation of the above would be put to the department of industrial and commercial administration by the organizing committee Secretariat.
3.2. Advertisements of the exhibitors should be done quietly in the exhibition hall and the sounds of their propaganda acoustics should be kept strictly below 70 dbs. No hawk, racket nor any activity of sales promotion is allowed in the exhibition hall.
3.3. All business and propaganda activity should be carried out in the area assigned to the exhibitors. Exhibitors are not allowed to use public areas for their distribution of propaganda materials, souvenirs or anything of the kind.
3.4. Smoking is strictly prohibited in the exhibition hall. Materials or articles that are radioactive, poisonous or liable to get fire, explode or go corrupting are not allowed to bring into the exhibition hall.
3.5. Exhibitors should abide by the schedule for both move-in and move-out. No early termination of show or move-out before schedule shall be allowed.
3.6. Exhibitors should abide by all rules and regulations set by Pazhou Exhibition Complex.
4. Requirements on stand construction
4.1. All exhibition delegations or exhibitors should strengthen their leadership, painstakingly organize and do their best to finish their preparation for exhibition on time in light of the unified arrangements made by the Organizing Committee Secretariat of the fair.
4.2. The exhibitors can display their products using models, diagrams, pictures, light boxes and modern audio-electro-optic technology etc to create proper atmosphere and results so that their specialties, products of famous brand, knockout products could be highlighted.
4.3. All materials used for stand construction in the exhibition hall should meet the fire safety standard; all stands should be built without roofs and any booth should not be constructed with 2 or more layers. No fire facilities or path for fire vehicles are to be occupied for other use. In exhibition hall 1A, 1B, 1C,1D, and 1E, the total of designed loading capacity of the stand shall not exceed the maximum floor loading limit of 5000KGS/M2 and water supply facilities could be provided. In exhibition hall 2A, 2B, 2C,2D, and 2E, the total of designed loading capacity of the stand shall not exceed the maximum floor loading limit of 1350KGS/M2 and water supply facilities will not be provided. The height limit of stand construction is 6 meters; the width of the main path in the direction from north to south is 6 meters that from west to east is 5 meters. The aisle between booths shall be 3 meters wide.
4.4. Large-sized tools such as large electrical saws or cutting machines must not be used in the exhibition hall; working with open flames is prohibited; materials for stand construction should be semi-manufactured and the backboards for booth decoration should meet aesthetic requirements.
4.5. The job of arranging and creating propaganda and banners in the public areas outside the exhibition hall shall be left for the organizing committee secretariat of the Fair.
4.6. Propaganda articles mustn't be posted or hung in the exhibition hall. No nails should be affixed to the ceiling of the hall, nor should the tubes and lines attached to the ceilings be used for hanging exhibition racks, light boxes, scrolls or decorations of all kinds; necessary pasting directly to facilities in the hall should be done with only carpet adhesive plaster and other adhesive plaster prohibited. Exhibitors should have their equipments and propaganda stickers cleared after the exhibition.
4.7. Because the exhibition hall is not located within the traffic control area and transportation of stand construction materials could be convenient, exhibitors should finish their stand construction work on time. Overwork into night, especially into the deep night, is not allowed for sake of safety generally. If overwork is indispensable, please contact the management of the exhibition hall so as to transact relevant procedure for overwork, with all fees paying by the exhibitors themselves.
4.8. Because electric power distribution in Pazhou Exhibition hall is very specially designed, exhibitors need to rent a distributor case with a declaration of the actual amount of electricity to be used. Otherwise the distributor case would automatically switch off when overloading.
4.9. All exhibitors should, before August 25, present to the Exhibition Affair Team of the Organizing Committee Secretariat their blue print for stand construction, effect drawing, sketch map for standard stand construction and Chinese and English name of their stand fascia board for records so as to enable the exhibition center to carry out relevant work about standard stand construction. Exceeding the time limit of presentation of those mentioned above would make all construction and dismantling fee on the exhibitors themselves. If exhibitors want to rent relevant exhibition tools or want to hire relevant services, they must contact the exhibition hall directly with all fees on the exhibitors themselves.
4.10. Liaison men of exhibitor delegations of different areas are responsible for collect all certificates for exhibition from Integrated Team No 1 of the Organizing Committee Secretariat and distribute these certificates to the representatives of the exhibitors. During stand construction and exhibition all persons carrying articles or exhibits should show their Exit Notes to get out of the hall and accept checking of the persons on duty. Signing and distribution of Exit Notes are the Exhibition Affair Team's responsibility.
5. Layout of the exhibition sections and rules for allotting the exhibition booth
5.1. The final layout of exhibition sections and booths will be decided by the Organizing Committee Secretariat in light of the real situation. So the layout of the exhibition sections on the booklet of invitation for exhibition is for referent only.
5.2 The allotting of the exhibition booths is on the basis of "cash and choice of booths" principal
6. Security
6.1. To ensure safety during the exhibition, each exhibitor should appoint a person responsible for exhibition safety that should sign Responsibility of Safety Management and help the organizers of the exhibition ensure security of the exhibition. All exhibitors are required to present to the Exhibition Affair Team before August 25 information of the person in charge of safety, name and address included, who should sign Responsibility of Safety Management with the Exhibition Affair Team.
6.2. The person in charge of safety affairs for each exhibitor should abide by all security rules and regulations set by the exhibition complex and should be on duty especially during the stand construction period.
6.3. Expensive exhibits and personal belongings should be kept by the exhibitors themselves or have they locked in the display case. And the safety of things is completely the exhibitors' responsibility.
6.4 If the exhibitors need specially-designed stand construction, they should claim responsibility for safety of the construction. Any loss of or damage of life or properties resulting from stand collapse, article-falling and fire are entirely the exhibitors' responsibility, economically and legally. The organizers of the fair should not be responsible for any of such losses or damage.
7. Other proceedings
7.1. Basic equipments of each standard booth: Three-side walls, one fascia board, two F/L lights, one aluminum table, two chairs, one paper basket and one electric outlet for 3A/220V.
7.2. If exhibitors want to rent relevant exhibition tools or want to hire relevant services, they must contact the exhibition complex directly with all fees on the exhibitors themselves.

IV.Transportation Guideline for Domestic Exhibits (applicable only to goods not supervised by the customs)
1. Transportation of exhibits
1.1. Exhibitors could arrange the transportation of their exhibits or entrust the transporter recommended by the organizer of the exhibition to provide transportation service to them. The organizer has appointed BAL Trans Company International transportation co., ltd Guangzhou Branch (BAL Trans Company hereafter) as the transporter of domestic exhibits. BAL Trans Company is mainly in charge of picking up, loading and unloading, moving in to the stands appointed, conveying the empty boxes of, storage of and moving out, the exhibits after their arrival in Guangzhou. The company also provides services as intermediate for ordering transportation. Exhibitors should read this transportation instruction carefully and fill in the form for recording the move-in and move-out of exhibits and fax it to BAL Trans Company. The fax number is 020-28835001 (refer to the next point to see more details)
1.2 exhibitors should inform BAL trans International transportation co., Ltd Guangzhou Branch Company of the service needed and provide it with the form to record the move-in and move-out of exhibits 5 days before stand construction in case the delay of delivery of exhibits to the stands for exhibition.
1.3 Exhibitors choosing to arrange the transportation of their exhibits to the venue by themselves should make sure of the location of the exhibition is “China Import and Export Fair Pazhou Complex " and remember the path for transportation of their exhibits in and out of the exhibition hall. The vehicles hired should act in light of direction of clerks of the exhibition center and the general rules for moving in and out of the hall.

4. Schedule of exhibits transportation
To ensure a success of exhibition, all exhibitors should strictly abide by the following time table:

Guangzhou.
4.3 Destinations fixed for different Means of Transportation

5. Requirements on Packing of Exhibits
5.1 Packing materials should be strong and tough and fit for long-distance transportation and reuse. Heavy exhibits should be handled with mechanical equipments. Please have mark out the center of gravity for lifting and have such words printed on the packing boxes as Frangible, Damp Proof, No Inversion. Please use nuts and bolts that are easy to dismantle to fix the packing boxes. Do not use nails for fixation in case of extra difficulty in unpacking and repacking the exhibits.
5.2 The following information should be put on the outer side of the packing boxes clearly according to the following format:

* Name of consignee should be exactly the same as the one in the above format. Do remember not to use the name of the Fair or that of the organizer as the consignee in case of delay of picking up. And exhibitors should know that no marking on the outside of the packing boxes would also cause delay of exhibit-delivery.
6. SERVICES AND RATES FOR HANDLING OF EXHIBITS
6.1 INBOUND MOVEMENT FROM
Guangzhou railway Station TO EXHIBITION BOOTH (fee for unpacking the boxes included): RMB100 yuan/m3/a exhibitor (charge for
1.5 m3 if less than it and the weight of every unit exhibit should be bellow

INBOUND MOVEMENT FROM Guangzhou Baiyun International Airport TO EXHIBITION BOOTH (fee for unpacking the boxes included): RMB250 yuan/m3/a exhibitor (charge for
1.5 m3 if less than it and the weight of every unit exhibit should be bellow
1000 kg )
* All incidental expenses charged at the airport, bus station or railway station (such as rent for the storage in the station for goods picking-up) should be wiped out by the exhibitor according to the receipt of invoice.
6.2 Extra storage fee would occur if the planned arrival time of their exhibits is ahead of the time required. The fee will be RMB10 yuan/m3/day. The minimal fee would be calculated in light of
1 m3/exhibitor. Extra fee for transportation within the city would occur at the same time.
6.3 Fee on exhibits delivered by the exhibitors themselves which covers unloading, move-in, unpacking and carry to the stands is: RMB65 yuan/m3/day. The minimal fee would be calculated in light of
1 m3/exhibitor.
6.4 Fee for move-out from its stand to the gate of the exhibition hall and loading is: RMB65 yuan/m3/day. The minimal fee would be calculated in light of
1 m3/exhibitor.
6.5 Fee for storage of the empty packing boxes during the exhibition (conveying fee not included) is: RMB10 yuan/m3/day. The minimal fee would be calculated in light of
1 m3/exhibitor. Fee for packing box conveying if needed, is: RMB20 yuan/m3/exhibitor.
6.6 If exhibitors need to pick up or store exhibits at the spot in the exhibition hall, which would put to the stands by the exhibitors themselves, BAL Trans Company will charge safekeeping fee which is RMB10 yuan/m3/day. The minimal fee would be calculated in light of
1 m3/exhibitor. If extra conveying is needed, the fee is RMB20 yuan/m3/day. The minimal fee would be calculated in light of
1 m3/exhibitor.
6.7 Fee for returning, including move-out, loading and transporting exhibits to Guangzhou Baiyun airport/bus station/Guangzhou Railway Station is the same as when they are delivered vice versa. The fee and other incidental fee will be charged in the form of carriage
6.8 The calculation of fee will be done depending on which is bigger, the weight or the dimension. The higher fee will be chosen accordingly.
6.9 Extra fee for overweight: if the weight of a unit exhibit exceeds 5 ton, the fee is RMB100 yuan/ton. The minimal fee would be calculated in light of 1 ton.
6.10 Rent of crane: if individual exhibits can't be loaded and unloaded by forklift and their owner asks to rent cranes, the fee will be negotiated and would be covered by the exhibitor.
7. Payment
7.1 Fee mentioned above doesn't cover parking, overtime working and insurance etc.
7.2 All fees for BAL Trans Company should be by means of cash or remitting only. Fee of services concerning arrival at the exhibition hall should be paid before the exhibits are moved in the hall, and fee of services during leaving should be covered before the close of the fair. Exhibitors can pick up or deliver their exhibits only when all fees are paid off.
7.3 If exhibitors can't pay off the relevant transportation fee before picking up their exhibits for this reason or that and ask BAl Trans Company to cover the fee for them, Baochang / Bal Trans Company will charge an extra fee of 10% of the fee needed.
8. Insurance
8.1 Exhibitors should insure all losses arising from risks during exhibit transportation and the exhibition and if losses occur, they should go to the insurance company for compensation themselves.
8.2 BAL Trans Company is only responsible for delivery with the outer packing intact, any other problems such as the goods un-conforming to the quality required, shortage of goods or goods damage are not BAL trans Company's responsibility. Exhibitors should go to insurance companies for such damage themselves.
9. Notices
9.1 Exhibitors should leave enough time so as not to go beyond the time limit of arrival of their exhibits.
9.2 Please contact BAL Trans Company or the exhibition affair team for anything they are not clear of or for picking up their exhibits for them if needed.
9.3 All exhibitors should follow the arrangement of exhibition and plans for vehicle designed by the clerks of the fair. If they have any particular demands, they should contact the Team of Exhibition Affairs or the Traffic Service Team directly.

QUARANTINE INSPECTION AND FUMIGATION

Observe Scope:
All non-manufactured wood packaging material to be used to carry, pack, pad and support, and reinforce the goods, such as wood case, crate, pallet, frame, pal, wood pole, wedge, sleeper and pad.
Exempted Scope:
Those wood composite products after being heated and pressed treatment, such as plywood, particleboard and fiberboard.
Veneer core, saw dust, wood fiber and particle and other wood materials with its thickness equal or less than
6mm.
Observe Requirement:
All import wood packaging materials should be treated by Heat Treatment (HT) or Methyl Bromide (MB) fumigation at the origin, and put the Mark of IPPC (as below) on two opposite sides of the wooden packaging material.
The Mark should contain the valid symbol approved by IPPC, country code, unique number of producer / treatment designated by the National Plant Protection Organization (NPPO) of exporting countries and treatment methods (HT, MB)
If the wooden packaging material without the approved mark or with approved mark but intercepts the live harmful pest, then the cargoes will be disposal or return to the origin.

In accordance to the law of People's Republic of
China, all food & Beverage / plant products are submitted to the Chinese Health and Quarantine authorization before shipment to
China and on-site sanitary inspection. (At least one month to process import permits).
Important: In order to obtain the import permits covering all food & beverage / plant products, the "Declaration Form" must be completed in detail and return to BALtrans in advance. Special for wine & spirits, it must be indicated detailed description/type of wine or spirit, nos. of bottles, volume of bottle (litres), alcoholic volume & value, etc. All these kind of products will incur duties & tax and are non-refundable. Please be reminded that without or return confirmation, these would not be imported in
China. The handling & service charges for these kind of products will be quoted separately.
VIII) REMARKS
1a. Above rates exclude, port security manage fee pay to China Government (will levied 0.002% of goods value, min. US$5.00 per consignment) air/ocean terminal handling charges, LCL charges, overtime storage dues in pier, airport terminal / freight forwarder warehouse, import or re-export declaration fee payable to Hong Kong Government (will levied at 0.1% on cargo value, min. US$20.00 each way), these will be charged in accordance with actual outlay, also exclude any duty / tax payable to Chinese / Hong Kong Government or any customs deposit payable to Chinese Customs.
1b. Customs or duty: -
All exhibits are arranged as temporary imported goods. If exhibit is only for display or demonstration in the fair, there is no any tax/duty will be charged by customs. But if after the fair closing, any exhibits is sold or given to domestic company etc., according to the Chinese Custom regulation, tax/duty will be charged. Moreover, for souvenir (i.e. pen, clock, watch, key chain, etc.), Chinese Customs will consider to charge tax/duty according its actual quantity & value.
2. Minimum 1 CBM / 1 METRIC TON per exhibitor per every surface consignment, whichever is greater, and minimum for
20’ container is 23 freight tons,
40’ container is 46 freight tons for surface shipment.
3. Volume and weight conversion in airfreight rate is 6 cbm = 1000 kilo.
4. Cargo arrived beyond deadline, an additional handling surcharge 30% will be added to cover the additional cost, but it is not a guarantee the late-come exhibit arrival the site before the opening of exhibition.
5. BALtrans does not take any responsibility for: -
a) If any exhibits is not allowed by the organizer or Chinese Customs to be sold or displayed in fair site.
b) Any tax / duty for sold exhibits
c) Import license or permit for sold exhibits.
6. Any service required from exhibitors not covered by tariff should be notified BALtrans in advance, quotation would be given upon request.
7. This tariff is compiled on volume or weight basis and has no correlation with the value of exhibits; thus no insurance coverage is included. Insurance coverage is subject to separate quotation.
8. All business undertaken is subject to the Standard Trading Terms & Conditions of BALtrans Exhibition & Removal Ltd. (copy upon application).
