Approved by the State Council and co-sponsored by National Development and Reform Commission, Ministry of Finance, Ministry of Commerce, State Administration for Industry and Commerce, China Banking Regulatory Commission, People’s Government of Guangdong Province and Small and Medium Enterprise Management Department of Japanese Ministry of Economy Trade and Industry (METI), the 4th China International Small & Medium Enterprises Fair and Sino-Japanese Small & Medium Enterprises Fair (the 4th China International Small and Medium Enterprise Fair for short) will be held in Guangzhou City, Guangdong Province from September 15 to 18, 2007. The first news release conference of the 4th China International Small and Medium Enterprise Fair will be held in Beijing on June 5, 2007. Mr. Ou Xinqian, deputy director of the organizing committee of China International Small and Medium Enterprise Fair and deputy director of National Development and Reform Commission, Mr. Tong Xing, vice governor of the People’s government of Guangdong Province and executing director of the organizing committee of China International Small and Medium Enterprise Fair and Mr. Takehiro Kagawa, Minister of Embassy of Japan in China will be kindly invited to attend the news release conference and by then Mr. Tong Xing will give a brief introduction of the preparations for the 4th China International Small and Medium Enterprise Fair.

    China International Small and Medium Enterprise Fair is a platform created by the Chinese government for the extensive exchange and cooperation with foreign cooperators and partners so as to promote the faster and better development of the small and medium enterprise. Starting from 2004, China Small and Medium Enterprise Fair has become the annual grand event for the small and medium enterprises. Subsequent to the successful co-sponsoring of third China Small and Medium Enterprise Fair with the French government, and the third China Small and Medium Enterprise Fair with the Italian government, the 4th China International Small and Medium Enterprise Fair will be co-sponsored with the Japanese government. Starting from the third session of China Small and Medium Enterprise Fair, it was renamed as “China International Small and Medium Enterprise Fair”. With the successful organization and co-sponsoring of the first three sessions of China Small and Medium Enterprise Fair, plentiful and substantial achievements have been obtained, so China International Small and Medium Enterprise Fair has played an active and important role in further promoting the cooperation and development between the Chinese small and medium enterprises and their counterparts in all other countries in the world, bringing the domestic development and the opening to the outside world into an overall planning so as to elevate the development level of the small and medium enterprises in China.

    Premier Wen Jiabao, Vice Premier Zeng Peiyan and other state high-ranking officials showed their concern about the development of China International Small and Medium Enterprise Fair. Premier Wen fully affirmed the important role played by China International Small and Medium Enterprise Fair in promoting the cooperation and exchange between the domestic small and medium enterprises with their foreign counterparts and further required us to sum up the experience in earnest and make the continuous exploration so as to make China Small and Medium Enterprise Fair into China International Small and Medium Enterprise Fair which can give a stronger boost to the cooperation and development between the Chinese small and medium enterprises and the international small and medium enterprises. Vice Premier Zeng Peiyan made a point of sending the congratulatory messages to the first and second China Small and Medium Enterprise Fair and was also kindly invited to attend the opening ceremony of the third China Small and Medium Enterprise Fair. He also delivered a keynote speech at the Sino-Italian Small and Medium Enterprises Summit Forum, giving high appraisal of China Small and Medium Enterprise Fair and thinking that China Small and Medium Enterprise Fair created a favorable platform beneficial to the exchange of the small and medium enterprises, the pragmatic cooperation between small and medium enterprises in all countries and regions in order to expand the market space, enhance the development level and realize the mutual benefit and a win-win situation”.

    The 4th China International Small and Medium Enterprise Fair takes the extensive exchange and cooperation between small and medium enterprises as the key principle to win more orders, widen the market, communicate with more customers and seek more cooperative partners for the small and medium enterprises, promote the international cooperation between the Chinese small and medium enterprises and their foreign counterparts and create a platform featuring the key principle of “Exhibition, Trade, Exchange and Cooperation” for the small and medium enterprises at home and abroad by exhibiting and trading the products, technologies and services among the small and medium enterprises, conglomerating the famous, excellent, special and new products, promoting the cooperation projects, purchasing explanation and other relevant activities；The activities, such as, Sino-Japanese Small and Medium Enterprises Summit Forum and financing negotiations and consultations, etc., shall be organized so as to assist the small and medium enterprises to expand their international vision, get well informed of the forefront and latest information and expanding the financing channels so as to further enhance the creative power; activities, such as, the special-purpose training and information forum, etc., will present a more detailed introduction of the state policies and regulations in support of the development of small and medium enterprises and for the familiarity with the international practices and a grasp of the new knowledge about business operation and management so as to assist the enterprises to continuously enhance their own quality. At the same time, China International Small and Medium Enterprise Fair will take its initiative to create favorable conditions for the healthy development of the small and medium enterprises by actively creating the profound atmosphere with the mutual concern from the relevant departments at all government levels and people from all walks of life. All in all, a variety of activities with profound contents shall be organized to promote the healthy development of the small and medium enterprises in China, hence promoting the sound and orderly development of the national economy.

    In early April this year Premier Wen Jiabao paid an official visit to Japan, during which both the Chinese government and its Japanese counterpart jointly released “China-Japan Joint Press Communiqué”, which also confirmed that both sides would co-sponsor the 4th China International Small & Medium Enterprises Fair and Sino-Japanese Small & Medium Enterprises Fair. This year marks the 35th anniversary of the normalization of diplomatic relations between China and Japan, so the 4th China International Small and Medium Enterprise Fair will be of paramount importance to deepen the cooperation and exchange between the small and medium enterprises in both countries, and promote the commercial and trade cooperation and development between the two countries.
